Karmous said that the initiative dealt with the proposal to prepare a constitutional amendment by the adoption of the rule of government in relation to the draft constitution, and that the transition to a permanent phase through presidential and parliamentary elections, pointing out that this process requires the approval of the State Councils and Representatives on a constitutional amendment.
He continued that the draft constitution in accordance with the existing conditions, can not refer to it, because of the conditions of war, and the division between East and West, pointing out that this is almost impossible, pointing out that the initiative put a point of discussion, and that there is a possibility to adopt the draft constitution, even in the door And to move to a permanent phase, with the departure of these entities that have lost their legitimacy.
Karmous said that the initiative dealt with the determination of certain periods of the referendum and elections, indicating that in practice, the initiative is applicable from the political side, and represents the view of the Advisory Council of State.
In conclusion, he pointed out that the international mobility, and the aspirations of some countries to resolve the crisis, were the main motive for the launch of this initiative, by the President of the Advisory Council, Khalid al-Mishri.
Khalid Al-Mishri, President of the Consultative Council of State, has launched an initiative consisting of five tracks, the first of which is the constitutional process, in order to make amendments to the constitutional declaration in accordance with the mechanisms adopted in the political agreement by adopting the part related to this stage, which is the third part of the draft constitution on governance as a constitutional rule.
In his initiative, which was presented during a press conference on Monday, Al-Mishri explained that the political track depends on ending the transitional phase with the end of the current political bodies through an electoral process according to a clear time plan not exceeding fourteen months, as follows: Within a month of the initiative, the House of Representatives meets in accordance with Article 16 of the Political Agreement, and within two months after the expiry of the first term, the House of Representatives and the Consultative Council amend the Presidential Council and designate a separate Prime Minister, as well as the selection of the seven incumbents of sovereign positions in accordance with Article 15 of the Political Agreement.
He added: “Within three months of the completion of the previous term, the House of Representatives and the State Consultative Council will prepare the election laws, provided that the presidential elections will be held, four months after the adoption of the election laws.
These results shall be announced in the month of the handover of power to the elected bodies.
He continued: “At this stage, the tasks of the House of Representatives and the advisory, to compensate for any shortage in the Presidential Council, and the adoption of the budget and the declaration of emergency and war and approved by the end, according to a meeting at the request of the President of the Presidential Council or Prime Minister.
” The security track includes the security arrangements contained in the political agreement, where the following measures are implemented:
An immediate ceasefire in accordance with the following controls: The withdrawal of the aggressor forces from the administrative border from the city of Tripoli.
(B) Withdraw all forces in the city of Tarhuna coming from outside to their places of presence before the date of the fourth of last April.
(C) Giving the necessary guarantees to the forces of the Government of Accord not to enter the city of Tarhuna.
D. Impose a ban on all types of air flight at the time of withdrawal with the assistance of the United Nations. It shall accommodate all armed formations in the security and military services according to specific conditions and specifications and issue legislation regulating their work. E. Supporting the existing anti-terrorism forces and extending them to include all their real desire to eradicate this scourge.
F . Professional unification of the security and military establishment in accordance with the political agreement The fourth axis: priorities of government action
(A)Preparing for presidential and legislative elections and facilitating procedures.
(B) Manage administrative affairs in the interest of the country in accordance with laws, regulations and decisions

(D)Coordinate the local government of the municipalities and delegate their powers to the municipalities and grant them the necessary resources
(E). Implementing the economic and security reforms program and updating their items as necessary.
Track 5: Measures to build confidence among the components of the Libyan society and the following institutions:
1- Stop the inflammatory media and export the media to spread the spirit of reconciliation and sign a media code of ethics that adheres to national values.
2. Adopting a moderate religious discourse consistent with authentic Libyan practices.
3. Creating a structured dialogue mechanism for reconciliation and the formation of committees of leaders, dignitaries and community leaders to spread the spirit of reconciliation on the basis of transitional justice.
4. Adopting transparency in the management of public finances, providing services and fighting corruption.
5. Reform the basic services provided to the citizen and justice in providing them. Al-Mishri explained that the initiative is personal and will be presented to the Advisory Council, the Presidential Council and the House of Representatives held in Tripoli, for approval or amendment, explaining that the UN envoy to Libya, Ghassan Salameh, is trying to get out of the current transition to another permanent through elections.
On the crisis of disparities in salaries, he stressed that there is a draft law submitted by the Audit Bureau, on the standardization of salaries for all Libyans, and then put in addition to the nature of activity, whether medicine, electricity or education, noting that the difference between the minimum and upper limits should not exceed 7 times.
