And he added: “We are not currently in the process of building or rebuilding the Libyan army. He added, “We lived with them all the stages to the last workshop held at the headquarters of the Command and Staff College and this was the conclusion, and their team was headed by one of the Germans following the United Nations mission, and that white paper was completed and translated 90% of it, And it turned into a book on the shelves, so no chief of staff read it, and no defense minister read it, and the government did not read it and did not know anything, given that it was the constitution on which the army is building again.
He continued: “When he adopted an army, he must specify his job, but the white paper exists so far, and he was asked by me once the director of the office of the Minister of Defense, Brigadier General Ahmed al-Tajouri, and he asked to summarize it, so I did that in addition to translating the last chapter, neither he nor the minister read it.
He concluded: “That white paper was the entrance to reshape the Libyan army, whose real problem was not inherited problems and existing problems, and among the inherited problems is that the military establishment during the days of Gaddafi did not exist and there was no Ministry of Defense and there was no previous experience with the basic sovereign bag, so the mind lost The founder of the system.
